The world is currently experiencing increasing geopolitical tensions. Power blocs such as NATO and BRICS sometimes pursue conflicting interests, threatening global stability. Peace is more than the mere absence of war. Peace includes stability, security, justice, and the ability to live in freedom and dignity.
Peace has two dimensions:
External dimension: Protection from attacks, diplomatic security
Internal dimension: Mutual trust, cooperation, and constructive conflict resolution
Existing organizations such as NATO or the UN cannot guarantee a fully equal and neutral forum:
NATO is strongly influenced by the United States.
The UN is often dominated by major powers.
The Council of Peace will operate above existing structures: it is not subordinate to any current power bloc but stands on a level above all member organizations. This ensures it can:
Guarantee equal negotiations
Prevent abuse of power
Make decisions that are binding for all parties
Thus, it becomes a true instrument of global peacekeeping, not a symbolic project or an appendage of existing alliances.
Global Conflict Prevention: Early identification and neutral mediation of conflicts
Overarching Decision-Making Authority: Council decisions are binding for NATO, BRICS, and other regional blocs
Transparency and Oversight: The UN or other neutral bodies can provide advisory support without compromising the Council’s neutrality
Conflict Resolution Mechanisms: Neutral arbitration and diplomatic channels
Promotion of Sustainable Cooperation: Constructive use of friction between power blocs
Equal representatives from NATO, BRICS, and optionally other regional blocs
Rotating mandates to ensure equality
Advisory role of the UN without decision-making authority

Clear, binding rules for consensus-building and implementation
Symbolism: Scale over a world map, olive branches → balance, global responsibility, peace
Balance between power blocs → prevents unilateral dominance
Global legitimacy of peace decisions → international recognition and trust
Reduction of conflicts → less human suffering, economic stability
Strengthened global cooperation → sustainable, trusting collaboration
Overarching authority → ensures actual enforcement of decisions
We call for the establishment of the Council of Peace, an overarching, neutral, and equal body that constructively connects global power blocs, prevents conflicts early, and secures lasting peace. Peace is not only the absence of war but also balance, cooperation, and stability—the world needs it now more than ever.
Note on the Initiative
The petition and the White Paper on the Council of Peace represent a vision and a proposal to strengthen global peace structures. The establishment and implementation of such a body do not lie within the direct responsibility of the initiators but require the involvement of political decision-makers and international organizations.
